The Two Things Keeping Boards Up At Night

California's Davis-Stirling Act and the new AB 2159 electronic voting law have made an old-school binder-and-mailer HOA effectively non-viable. Here is what boards tell us actually scares them.

1. Davis-Stirling Disclosure Compliance

Civil Code §5300, §5310, §5550, §5200 and §4041 require boards to deliver annual budgets, policy statements, reserve studies, election rules and individual notices on strict timelines. 2. AB 2159 Electronic Voting (Effective 2025)
